Landmark Hotel Proposed for Downtown Victoria at 603 Pandora

Redbrick—together with Aryze—are bringing forward a renewed vision for 603 Pandora Avenue: a prominent downtown site that has sat vacant since 2019.

As two locally headquartered, B Corp certified companies, we’re proud to introduce Westholme, a landmark hotel development that would close a long-standing gap in the city's hotel supply and activate one of its most visible underutilized sites.

Founded and headquartered in Victoria since 2011, Redbrick builds, acquires and operates a portfolio of innovative companies—with more than 200 team members and a track record as one of Canada's Top Small and Medium Employers. For Aryze, it's a natural partnership: two local B Corps with the same values-driven, community-minded approach—and the shared understanding that great cities don't happen by accident.

A hotel redevelopment application has been active at 603 Pandora for several years. With the site now under Redbrick's ownership and a new project team in place, the proposal is currently in the early stages of redesign ahead of a formal resubmission to the City of Victoria. The prominent downtown corner has been fenced off since a fire destroyed the previous building in 2019, and has long been a landmark property in Victoria—most notably through the original Westholme Hotel, which first opened in 1910 and helped anchor this stretch of Government Street as a place where locals and visitors came together.

Located at the gateway of Victoria's emerging Industry, Arts and Innovation District, 603 Pandora sits at a key downtown nexus. Regional planning and hospitality studies identify a need for approximately 2,000 net new hotel rooms in the downtown core over the next decade. Westholme would help respond to that need by adding year-round accommodations that support visitors, residents and the broader community.

"Victoria is where Redbrick was built, it's where we live, work and continue to invest. After 15 years downtown, we see Westholme as an opportunity to contribute to the next phase of growth in the city, guided by the same mindset that has shaped Redbrick from the beginning: creating lasting, meaningful impact."

Tobyn Sowden, CEO of Redbrick

As Redbrick's development partner, Aryze is leading the approvals process. For us, the opportunity to work alongside a local, values-driven ownership team on a site with such meaningful potential for our city is exactly the kind of project we're here to advance.

"Victoria has a real gap in hotel supply, yet this property—already zoned for hotel use—has been sitting empty for nearly a decade. We're excited to be working alongside Redbrick—a fellow local B Corp who shares a strong vision for not only welcoming more visitors to our city, but delivering an exceptional landmark design that will shape our region's future potential."

Chris Quigley, VP of Development at Aryze.

Westholme remains in the early stages of planning. The project team is currently in conversation with surrounding businesses, civic leaders, community members and neighbours ahead of a future rezoning and development permit application.
